Is It Possible to Randomize A Pokemon DS Cardtridge using TWL Save Tool?

I have always wanted to randomize my Soulsilver cardtridge so I could play it anytime. Yesterday I stumbled across the TWL Save Tool which I could back up my Ds games Data with, so I found out a way in order to get a randomized Soulsilver Rom, Export the .sav file and put it onto my SD card and imported the save using TWL.
